Since 1952, India has hosted 36 International Film Festivals, both competitive and non-competitive. These festivals became annual events from 1975 onwards. The next festival, which includes a competition for feature films by Asian/African/Latin American Directors, will be held in Goa and is the 37th edition.
FESTIVAL REGULATIONS
The Festival is being organised by the Directorate of Film Festivals, Ministry of Information and Broadcasting, Government of India in collaboration with the State Government of Goa and the Indian Film Industry . The Festival is recognised by the International Federation of Film Producers’ Associations (FIAPF).

Objectives
The Festival aims at providing a common platform for the cinematographies of the world to project the excellence of the film art; contributing to the understanding and appreciation of film cultures of different nations in the context of their social and cultural ethos; and promoting friendship and co- operation among peoples of the world.
1. Date and Place
The Festival will be held in Goa from 23 November 2006 – 3 December 2006.
2. Regulations
The programme of the Festival will be divided into the following broad categories:
(i) Competition : Feature Films by Directors from Asia, Africa and Latin America
(ii) Cinema of the World.
(iii) Retrospectives, Tributes, Focus.
(iv) Indian Panorama.
(v) Mainstream Indian Cinema.
(vi) Film Bazaar

3. The Festival Directorate reserves the right to exclude films which are not in conformity with aims of the Festival, or which could offend the national feelings and susceptibilities of any participating country, or are likely to promote racial discrimination.

4. COMPETITION - Feature Films by Directors from Asia, Africa and Latin America

4.1 Films entered in the Competition Section must fulfill the following conditions:
4.1.1 Films must be feature films.
4.1.2 They must have been completed between 1st August 2005 and 31st Auguust 2006. Eligibility period will be determined by the Censorship visa/certificate of the country where the film has been produced.
4.1.3 Except for films produced in India, the film should not have been shown in India. Selection of Indian films for the competition will be done from the entries of Indian Panorama feature films.
4.1.4 The film must be made by directors of Asian, African and Latin American descent and produced in an Asian or African or Latin American country. In the case of co-productions, at least one of the producers/production companies must be from an Asian or African or Latin American country and the entry form for the competition should be submitted by the Asian or African or Latin American co-producer, who should have the right to sanction the participation of the film in competition in the Festival.
4.1.5 Entrants must agree that if their film/films win any of the Golden and/or Silver Peacock Awards, all screenings thereafter will acknowledge the Award(s) on the film itself.
4.2 Entries will be subject to preview by a committee constituted by this Festival Directorate. A film which is not accepted for the Competition Section can be shown in the Cinema of the World Section with the specific consent of the entrant.
4.3 The competition will be held subject to the acceptance of a minimum of Eight eligible films from eight different Asian /African/Latin American countries.
4.4 The Jury for the Competition will be composed of five members, including the Chairman, of which a majority will be from outside India.
4.5 The decisions of the jury will be taken by a simple majority of the members present and voting. The jury can evolve its own rules for assessment of the entries. The Director of the Festival, the Nodal officer for IFFI and the Secretary of the jury can attend the deliberations of the jury but shall neither participate nor vote.
4.6 No person in any way connected with the production or commercial exploitation of a competitive entry will be a member of the jury. All Members of the jury will refrain from releasing any articles or reviews to the press concerning the films submitted for their judgement until after the jury's decisions have been formally published.
4.7 The following prizes will be given away:
(i) Best Film Golden Peacock and a cash prize of (to be given to the Director of the film): Rs. 10,00,000/-

(ii) Most Promising Director : Silver Peacock and a cash prize of
Rs. 500,000/-

(iii) Special Jury Award (to be given to a film Silver Peacock and a cash prize of
or for an individual's artistic contribution Rs. 500,000/-
to a film, if given to a film, it will be
awarded to the Director of the film)

5. Cinema of the World
For exhibition as part of the Cinema of the World the following criteria will be followed:

5.1. The film should be a Feature Film.
5.2. It should have entered in, or won awards at other international film festivals, or should be of extraordinary merit.
5.3. It should have been completed after January 1, 2005.
5.4. Films should be in 35mm with optical soundtrack.
5.5. Films that have been presented in earlier editions International Film Festival in India, or already screened in India, will be excluded, unless previously agreed to by the Festival Directorate in exceptional cases.
6. Notice of participation
Entrants should inform the Festival Directorate by September 15, 2006 about their participation, including the titles of films and the names and addresses of the directors, producers, production companies and world sales companies against each film titles.
7. Video Cassettes /DVD’s for Selection

VHS cassettes /DVD’s (Preferably PAL system) of films may also be sent for purposes of selection only so as to reach the Festival Directorate not later than 30TH September, 2006. Single video cassettes which are not part of a larger shipment should be air- mailed directly to the Festival Directorate. Courier Services should normally not be used to deliver the cassettes to the Festival Directorate as its delivery could be delayed due to customs formalities in India. Video cassettes/DVD’s may also be sent through diplomatic channels.

8. Entering films in the Festival
8.1 Film Producers, Distributors their duly authorised representatives or duly authorised government organization / agency of the participating countries may enter their films for the Competition, Cinema of the World and Retrospectives / Tributes / Focus Sections in the enclosed Entry Form.
8.2 Selection for the Indian Panorama and Mainstream Indian Cinema Sections shall be done separately.

8.4 The Festival Directorate may also invite films it considers of interest.
8.5 The Form, duly filled in, separately for each film proposed to be entered should reach the Festival Directorate by 30th September, 2006.

9. Prints

9.1 Prints of films selected for exhibition in the Festival must reach the Festival office at Goa on or before November 1, 2006. The title(s) of the film(s) sent, the number of reels, shipping details including the dates of despatch and the air consignment number must be faxed to the Festival Directorate . Prints should ideally be air freighted/couriered directly to the Festival Directorate at the address given in para.16. Special arrangements have been made for clearance of film consignments addressed to the festival Directorate through Indian Customs. The Festival Directorate will not be responsible for any film prints etc. that are diverted to other cities in India.

9.2 After close of the Festival, the prints will be returned through air-freight or diplomatic channels, to the entrants or to his duly authorised representative mentioned in the Entry Form.

10. Insurance

The Insurance of prints in transit from the country of origin to the Festival Directorate and from the
Festival Directorate to the country of origin will be the responsibility of the entrant. The Festival
Directorate will insure the prints against damage, partial and total, by fire, theft or any other unnatural
causes from the moment it takes delivery of the prints to the moment it hands them back to the
concerned airline/agency for despatch, in conformity with Addendum 1 of the FIAPF Regulations for
International Film Festivals. The insurance value will be the print cost as specified in the Entry Form,
supported by documents from the concerned laboratory. Damage to the print, if any, should be certified
by an independent agency, at the cost of the sender.

11. Freight and Other Charges
11.1 The prints and video cassettes should be sent “freight pre-paid” i.e. at senders cost . After the Festival, the prints will be returned to the senders by air freight at the cost of the Festival Directorate.
11.2 Festival Directorate will not pay any charges other than the air-freight charges. It may also please be noted that the Festival Directorate cannot reimburse any freight or other charges in foreign currency, unless previously agreed to in writing.
11.3 The Festival Directorate will not bear freight or any other charges for unsolicited films, videos sent to it, if these are not selected for screening in the Festival.
11.4 The special arrangements made by the Festival Directorate for clearance through Indian Customs in Delhi are applicable only in the case of consignments directly air-freighted on request, and addressed to this Festival Directorate . In the case of publicity material, etc. sent pre-paid by Courier Services or through agents in India, the concerned Courier Service/agent should be instructed to deliver the material directly to the office of the Festival Directorate in Delhi. The Festival Directorate shall not be responsible for any material that is diverted to some other city in India.
12. Subtitling

Films will normally be screened in their original language/version. Films in language other than English must have subtitles in English. Films that arrive without subtitles, or with subtitles other than in English, where such subtitles are required, shall not be screened in the Festival.

13. Screening

13.1 Entries to the Festival other than films under the Indian Panorama and Mainstream Sections shall be exempt from censorship.
13.2 No accepted film will be shown outside the Festival city by the Festival Directorate.

13.3 The Festival proposes to have a maximum of 6 screenings per film selected. FIAPF Regulations for non-competitive festivals and competitive specialised festivals allow for a maximum of 5 screenings per film. The Festival agrees not to hold the additional screening besides the approved five screenings, without the express permission of the producer/authorised entrants.

14. Excerpts for Television

For promotion of films entered in the Festival on television, producers/authorised entrants are requested to supply four excerpts of the film(s) entered, each of a maximum duration of three minutes, to the Festival Directorate . These should be supplied on ¾ inch U-Matic tape (high band or low band)/Beta, preferably PAL system.

15. General

15.1 Classroom and advertising films are not eligible for participation in any section.

15.2 Films not presenting sufficient technical qualities for good public screening can be refused after checking of the prints by the Print Checking Unit of the Festival Directorate.

15.3 The participants must ensure that they have the right to participate in the International Film Festival of India with regard to parties connected with the production / distribution of the participating film and / or other right holders/licenses.

15.4 Participation in the Festival implies acceptance of these Regulations.

15.5 The Festival Directorate will decide all matters not expressly provided for in these regulations but in conformity with the provisions of the International Regulations for film festivals and its decisions shall be final and binding on all parties.

All film prints sent through diplomatic channels can also be delivered to the above office in New Delhi.

Shipping details should invariably be forwarded by fax to the New Delhi numbers of the Festival Directorate given above. The Camp office address at GOA will be communicated to the Producer of the selected films later on for receiving film prints.

El género documental presenta una de las más importantes dinámicas en el ámbito de la producción audiovisual. Cada día es mayor la producción de documentales, pero lamentablemente esto no se condice con la calidad. Y a su vez esta sobre-producción genera un incremento de la demanda laboral.
Dentro de este contexto iberoamericano, ProDocumentales, CUEC (UNAM) y el Ayuntamiento de Bogarra ofrecen un Taller donde los alumnos desarrollen sus proyectos y realicen sus producciones documentales creativas y comprometidas.

DOCUSUR, Festival Internacional de Documentales del Sur, abre la convocatoria para la presentación de películas a la Sección Oficial a Concurso y al Screening de Docusur Market.
DOCUSUR se celebra del 22 al 29 de Octubre de 2006 en Guía de Isora, Islas Canarias-España.
El concurso está abierto a la participación de todas las formas audiovisuales de la no ficción (documental de autor, de creación, documental experimental o de ensayo, el cine-diario, el collage, etc) de cualquier duración y realizados con posterioridad al 1 de enero de 2004.Pueden concurrir al festival profesionales independientes, escuelas, instituciones, televisiones y productoras con obras cuya calidad mínima de realización debe ser el formato DV.
No se admiten películas de ficción, institucionales o publicitarias, ni reportajes o trabajos de naturaleza netamente periodística.
Las categorías de participación son:
-Concurso Internacional: dedicado a documentales producidos en América Latina, África y Asia por productores de estas regiones o bien foráneos. Asimismo tienen cabida en el concurso, documentales de cualquier parte del mundo que hayan sido realizados en países de estos continentes o aborden temáticas de estas regiones o sobre relaciones Norte-Sur. La sección oficial a concurso comprende los premios: Mejor Largometraje documental, Mejor cortometraje documental y Mejor Opera Prima, así como premios especiales con una dotación total de 34.000 euros.
-Concurso Nacional: dotado de 4.000 euros al ganador del mejor documental social producido en España.
-Concurso Canarias: dotado de 4.000 euros al ganador del mejor documental producido en las Islas Canarias.
Paralelamente al Festival, abre sus puertas DOCUSUR MARKET, Mercado Internacional de Documentales. Está dirigido a productores y realizadores de América Latina, Asia y África que tengan proyectos en desarrollo y quieran conseguir financiación, o bien proyectos ya terminados que necesiten distribución o exhibición.
Todos los documentales presentados a concurso, sean seleccionados o no, pueden formar parte del Screening de DOCUSUR MARKET al que acudirán las principales cadenas de TV y distribuidores de Europa con la finalidad de suscribir contratos con productores de América Latina, Asia y África.El reglamento de esta convocatoria y el formulario de inscripción están disponibles en la página web del festival www.docusur.es
