A analise da epidemia na regiao da frica Sub-Sahariana demonstra que existe uma relacao directa entre a pobreza e propagacao do VIH. De facto, a epidemia atinge de maneira cada vez mais incisiva os sectores mais pobres da sociedade. Em2003 Angola desenvolveu o Plano Estrategico Nacional (PEN) para as IST/VIH/SIDA para o periodo 2003- 2008, que esta no momento sob processo de revisao.Segundo as estimativas da ONUSIDA, em 2006 cerca de 350,000 Angolanos adultos (com idades compreendidas entre os 15-49 anos) viviam com o VIH/SIDA. Isto traduz-se numa taxa de prevalencia de VIH em adultos de 5.5%. As relacoes heterossexuais sao a principal via de transmissao do VIH em Angola sendo que 60% dos casos tem idade compreendida entre os 20 - 39 anos.Em termos de conhecimentos sobre as formas de prevencao do VIH/SIDA, o estudo MICS revelou que e mais alto o conhecimento nas zonas urbanas do que nas zonas rurais. Apesar de 75.1% da populacao nas zonas urbanas ja ouvir falar de VIH/SIDA, apenas 24.7% conhecem tres formas de transmissao. O caso e ainda mais grave a nivel das zonas rurais, onde apenas 10.4% da populacao sabe identificar tres formas de transmissao do VIH/SIDA. Como consequencia do menor acesso a educacao, os sectores pobres da populacao nao dispoem de informacao suficiente sobre o VIH/SIDA e as formas de proteccao.O Plano Estrategico Nacional e claro na importancia que a comunicacao social tem nesta pandemia. O primeiro objectivo do PEN e exactamente prevenir a transmissao das ITS/VIH/SIDA na populacao geral e nos grupos mais vulneraveis a infeccao atraves da:* Promocao de comportamentos sexuais seguros atraves da: Promocao de Comportamento Sexuais Seguros; Informacao, Educacao e Comunicacao; Educacao sobre VIH/SIDA no sistema Nacional de Ensino; e VIH/SIDA nos ambientes de trabalho.* Promocao e Marketing Social de preservativosJustificativa:No sentido de assegurar uma intervencao racional e coordenada em termos de comunicacao social e seus diversos componentes, faz-se necessario que o pais possua uma Estrategia de Comunicacao Nacional. O Instituto Nacional de Luta contra o VIH/SIDA (INLS) requereu ao UNICEF a contratacao de um(a) consultor(a) internacional para desenvolver a referida estrategia de forma participativa e baseado nas oportunidades que Angola traz no contexto socio-economico-cultural bem como nas experiencias bem sucedidas desenvolvidas no mundo.Escopo do trabalho:O trabalho a ser desenvolvido pelo(a) especialista tera tres principios basicos para assegurar o objectivo de prevenir novas infeccoes alem do respeito e saude as pessoas afectadas e infectadas pelo VIH:1. A estrategia deve ser adequada a realidade angolana, significando que as barreiras devem ser traduzidas em oportunidades;2. Experiencias bem sucedidas em Angola e em outros paises devem ser adaptadas a realidade nacional;3.
